Interesting. Evidently it CAN be done. Cities can get rid of slackers. Managers responsible should be canned first. Then go after the bargaining unit workers only if they were acting against their supervisors instructions. Managers are ultimately responsible and should pay the price. That is why they get paid the big bucks.
