Work continues on the land formerly known as surplus. As you can see, the main operation is uncovering existing rock fill, covering it with filter cloth and then covering it back up again.
Notice that some rock fill is being hauled and dumped at several locations. Was this material removed and replaced with clean rock fill?
If this work is being paid by the developer, then not only am I in complete shock and question the colour of the sky, I also could care less about how much this is costing.
If this work is being paid by the City of Thunder Bay, which I believe to be the case, then I have to ask AGAIN, if the filter cloth is now necessary, then why was it not when the rock fill was originally placed? Doing work over and over again is bloody expensive.
This is why people in the City do not want to give up existing facilities and services such as the Botanical Conservatory and the Municipal Golf Course. If the City IS paying for this work then obviously, it has plenty of cash to throw away.
So who is paying for this work? Enquiring minds want to know.
