Acting Waterfront Project Manager Paul Pepe has claimed that since opening on December 16, the Prince Arthur’s Landing rink has had at LEAST 100 people skating every day. He did not specify that they were 100 individual persons or one person showing up 100 times. Personally, I have seen an average of one or two people using the rink during the daytime so the evening must be extremely busy.
I for one doubt those numbers. I believe they were estimates not based on any facts.
Another possibility is the use of The Official City Of Thunder Bay Number Inflation Kit.
As you can see, with the addition of a few carefully placed false moustaches, eyebrows or glasses, one person can become three or four. I believe this kit is used by the City of Thunder Bay to inflate attendance figures at many facilities and events.
