I believe Rick Harms, Project Engineer for the City of Thunder Bay should have known. He should have known that local paving companies would be stretched to the limit this fall. He should have known that the MTO had several stretches of highway around the City that would be paved this year. He also should have known that the paving contractor that was slated to pave those several stretches of highway was also slated to pave many of those city streets. He also knew that the Engineering Department of the City of Thunder Bay was undertaking a very ambitious schedule for road work this year. Two plus two equals four. Its not rocket science. The Engineering Department should have known.
