If you have ever watched those detective shows on television, you will remember one of the first things the police do is establish a timeline. This puts all the events leading up to the crime in perspective. I thought I would try that with the Waterfront Development Project. Nothing really in depth. Nothing requiring alibis. Just to try and get things straight in my head. It can get very confusing.
April 27, 2009 – Thunder Bay City Council voting to place the Waterfront Development on top of the request list for Canada Ontario Infrastructure Stimulus Funds (COISF). (see attachment)
June 5, 2009 – The City of Thunder Bay received the COIS funding greenlight when Bill Mauro issued a news release committing $38M COISF money to Waterfront Development project. (see attachment)
July 28, 2009 – The City of Thunder Bay signs Waterfront Development agreement with the developer.
So what does this mean? Well, it means that when the application for the COISF money was submitted, and when the availability of COISF money was confirmed, the private portion of the Waterfront Development did not exist. Not officially anyway. It looks to me that the city went into negotiations with the developer flush with $45M in cash. Also, the lone developer still interested in the project knew the city was flush with $45M in cash.
Did the City use some of that $45M as bait to attract the developer? Did the developer use the threat to pack up and go home as a way to get financial concessions from the City’s negotiating team? Were the Federal and Provincial officials made aware that the agreement was signed and COISF money was going to be used as a direct subsidization of a private sector development? Exactly what does the two senior levels of government know about how their money is being spent? What was PM Harper told when he was here?
I believe that the City of Thunder Bay Administration and some members of City Council have withheld information from the Federal and Provincial governments. Pertinent information. Not being told the whole story. You know, treating the Federal and Provincial governments exactly like they were citizens of Thunder Bay.
